Municipal Records Directory

City of Edwardsville, Illinois

Any person requesting records of the City of Edwardsville shall make such a request in writing. Such requests are to be made at the offices of the City Clerk or Finance Director at Edwardsville, Illinois, between the hours of 8 a.m. and 5 p.m., Monday through Friday for all matters except those involving the City’s public safety operations and the public library. For those matters involving the public safety operations, an inquiring party shall submit their requests at the police department at the City’s Public Safety Building, Edwardsville, Illinois. Inquiries involving the public library should be directed to the librarian. Although the members are appointed by the mayor, the library is overseen by a board that is independent of the larger municipal government management that directs all other city operations.

Therefore, requests for other than the library should be made to Shelly Johnson, FOIA Officer or Deputy Clerk at the Office of City Clerk or Susan Campbell, FOIA Officer and Police Records Manager at the Public Safety Building. In the absence of the designated FOIA Officers, reasonable effort shall be made to ensure the other’s availability for assistance. Otherwise, designated persons in the respective offices shall serve the needs of requesting parties. In that the library is overseen by an independent board, a designated person at the public library shall receive requests involving the library operation.

In addition to written requests submitted in person, any requesting party may submit an inquiry for information by mailing, faxing or emailing a written request to the respective FOIA officers by specifying in particular the records requested to be disclosed and copied. All written requests should be addressed to the FOIA Officer. Persons requesting that any records be certified, must indicate the particular certification request and specify which records are to be certified.

Fees

The fees for any such records, if the person requesting the records wishes them to be copied, are as follows:

First 50 pages, black and white, letter or legal size copies, no cost.

Additional pages, black and white, letter or legal, actual cost to $0.15.

Electronic records will be formatted subject to reimbursement for costs of recording medium.

Color copies or copies in a size other than letter or legal shall be reimbursed to actual costs.

Costs of certifying a record will be $1.

Records may be furnished without charge or at a reduced charge, as determined by the City of Edwardsville, if the person requesting the documents states the specific purpose for the request and indicates that a waiver or reduction of the fee is in the public interest.

Waiver or reduction of the fee is in the public interest if the principal purpose of the request is to access and disseminate information regarding the health, safety and welfare or the legal rights of the general public and is not for the principal purpose of personal or commercial benefit.
