2025-2026 Bike Rack Grant Program Application

  1. ABOUT THE GRANT PROGRAM

    The City of Edwardsville Bicycle Rack Grant Program (BRG) provides reimbursement for the purchase and installation of bicycle racks within the City of Edwardsville. These projects should facilitate access to secure, convenient bicycle parking within proximity of businesses, schools, parks, recreational facilities, and other community spaces. Once approved, the City will provide a reimbursement of up to $925 per applicant for the purchase and installation of a bicycle rack on the property of the business owner or non-profit. Grants will be reviewed and awarded through a competitive review process administered by the Bicycle and Pedestrian Advisory Committee. Reimbursement will be provided according to funding availability and project needs.

    Applications are considered on a rolling basis as received. Please note that funds for Bicycle Rack Grants are not guaranteed.

    PROJECT ELIGIBILITY

    • Bike racks are to be purchased and installed for public use.
    • Limit of (1) project proposal per applicant.

    INELIGIBLE PROJECTS

    Although the following list is not exhaustive, ineligible projects generally include:

    • Bicycle racks to be installed for private use
    • Projects outside the City of Edwardsville
    • Projects that begin prior to entering into a grant agreement with the City of Edwardsville
    • Requests made for a property not owned by the applicant OR that cannot provide express written consent for the installation by the property owner.

    REVIEW CRITERIA

    Criteria for review of grant applications is provided below. This information is provided to help applicants identify the characteristics of projects that will be highly scored. Due to the goal of the Bicycle Rack Grant Program to enhance the utility of existing bicycle infrastructure and to position our infrastructure for future growth, some flexibility and interpretation is reserved for the review committee. As such, the review criteria should be used only as a guide.

    Scope / Quality / Project Readiness: Up to 20 points

    • The project has a well-defined scope and timeline that includes an installation plan for the bike rack in an appropriate location and in accordance with manufacturer’s specifications.

    Community Benefit: Up to 20 points

    • The application demonstrates how the installation will meet current and anticipated demand for bike parking in the proposed location.

    Access to Cycling Infrastructure: Up to 10 points

    • The proposed bike rack location faces or adjoins existing infrastructure (sidewalks, shared-use paths, etc.) to the greatest extent possible.

  4. PROPOSED LOCATION: Please provide information about the proposed location of the bike rack. Provide a map with the exact location of the bike rack.
  5. PROJECT DESCRIPTION: Describe the project, including the following information. Attach additional pages and/or photos as necessary.
  6. PROJECT TIMELINE: List the anticipated starting and ending dates for your project.
  7. (A) PROJECT BUDGET: Provide information as to the anticipated expense of the project. (Attach additional pages if necessary.)
  8. Type N/A if not applicable

  9. Total for materials/supplies, equipment rental, services and other expenses.

  10. (B) COMMUNITY CONTRIBUTIONS: In-kind donations and volunteer labor are only a match. If volunteers will participate, complete the volunteer pledge section.
