It is required that any solicitor must apply for and obtain a permit to engage in soliciting within the City of Edwardsville.
Those who wish to obtain a solicitor permit for use in the City of Edwardsville must COMPLETELY fill out and submit the application to the Police Department and come in for fingerprinting. Appointments are highly recommended. Call 618-656-2131 for appointments. Each applicant must present a valid driver's license or state ID. Obtaining a solicitor permit is a process that can take several days to several weeks to complete.

Soliciting is only allowed between the hours of 9 a.m. and 7 p.m. Additionally soliciting is not allowed on Sunday or any state or national holiday.
Residents may post signs indicating "No Solicitors" or "No Trespassing" near the front door of the residence or building, which shall serve as a notice to solicitors that the inhabitants do not desire or invite solicitors. The Edwardsville Police Department will maintain a "Do Not Contact List" registry indicating addresses where the inhabitants do not desire or invite solicitors. It is the responsibility of the solicitor to check residences for signs as well as the "Do Not Contact List" before and while engaging in solicitation.
Residents wishing to be added to the "Do Not Contact List" should complete the following form. The registry will be updated weekly and located at the bottom of this page.
The following are exempt from obtaining a solicitor permit:
- Persons advocating or disseminating information for, or against, or in conjunction with any religious belief or political position;
- Persons engaged in canvassing;
- Persons distributing handbills;
- Minors who are participating in fundraising programs for or sponsored by a school or legitimate children’s organization.
